In the event of disruption of normal AC power at any node, Telephone Services
maintains back-up batteries which can power the system. We also maintain a set
of back-up telephone lines and a complement of spare equipment. The Humanities
Building and the Veterinary Teaching Hospital are equipped with back-up generators.
If the power goes out, the generators will cycle on and restore power to the system.
During normal office hours, Telephone Services will respond directly to a power
failure. After hours, UT Police will contact the Telephone Services technician on call.
Campus Operators provide assistance and information to incoming callers, general
information concerning the Knoxville campus, the University system, and special
events occuring on campus.
Telephone Services maintains E-911 service for the University. Because of this,
callers dialing "911" will be routed to the Knox County Public Safety Answering
Point (PSAP). The PSAP for the Knoxville campus is operated by the Knox County
Emergency Communications District (KCECD). Through E-911 service, when a person
places a call from an area with E-911 service, the KCECD automatically sees the
calling party's phone number and address, including room number or suite number.
The KCECD also has a Computer Added Dispatch (CAD) system on which they may be
able to see information on hazardous materials, alerts for persons with disabilities,
and special considerations regarding building access.

- Pellissippi
- University Club
- University Housing Facilities
- UT Conference Center Building
- Veterinary Teaching Hospital
With the exception of the Pellissippi facility and NTRC (National Transportation
Research Association), a unique Emergency Service Number (ESN) has been assigned to
all campus facilities. Responding units for the University include the Knoxville Police
Department, the University of Tennessee Police Department, and the Knoxville Fire
Department.

Telephone Services maintains Blue Phones to communicate with UT Police in case of
emergency. A list of locations of Blue Phones is located here.
Telephone Services also maintains Text Phones for the hearing impaired, the locations

Telephone Services maintains an extensive cable plant (underground and aerial copper
and fiber). Signals transmitted via these facilities include: Voice, Data, Energy
Management, Alarm, Elevator and Emergency Blue Phones, Clock, Bell, and Point-of-Sale.
To reduce the cables' exposure to damage, Telephone Services and Facilities Services,
maintain membership in Tennessee One Call. Tennessee One Call is a company with whom we
coordinate on behalf of the University in order to prevent underground utility damage.
Tennessee One Call notifies Telephone Services of plans to dig in any grid identified by
one of the above departments as containing campus facilities. When Telephone Services is
notified of plans to dig, we transmit a copy of the Tennessee One Call System Location
Request to Facilities Services.
Considering the nature of the signals transmitted via the campus cable plant, crucial
services could be disrupted in the event of cable damage. If, however, cable damage occurs,
emergency cable restoration will begin upon notification of damage. The causes will be
documented to facilitate cost recovery. Each of the following will be notified in the event
of severe disruption: UT Police, Facilities Services, Information Technology, UT Central
Alarm, and the VolCard Office.
Faculty/Staff/Student Directory is published each Fall. Telephone Services coordinates
with Enrollment Services and the Payroll Office in compiling individual listings.
To lessen the impact of an unusually high demand for telephone facilities (caused by
inclement weather, campus-wide disaster, etc.), one group of outgoing lines has been
programmed so that UT Police and "main desk" phones in each Residence Hall maintain
priority dial-out access.
In the event of a disruption to network services (Local or Long Distance), the
appropriate carrier will be contacted. A Telephone Services representative will
notify UT Police, all other departments, and residence halls of the problem.
Throughout the disruption, the Telephone Services incident coordinator will update
all departments of system status.
The switching system is equipped with redundant processors. If a processor outage
occurs during business hours, Telephone Services will respond directly, but after
hours, UT Police will contact the appropriate Telephone Services employee on call.
