Yes, guest access can be set up for users who are not officially taking a course but would like read-only access to course materials. To turn guest access on follow this path: Control Panel > Course Options > Settings > Guest Access.  Under Allow Guest Access, select Yes.  Click Submit. At the confirmation screen, click OK.
